William G. Brennan

William G. (Bill) Brennan has been affiliated with PGG since 1999. He is a principal in Brennan & Associates, a Sacramento based government consulting firm specializing in legal policy and regulatory business issues, public affairs and media relations. Mr. Brennan has provided expertise and vision in both the private and public sector for more than thirty years. He is highly qualified in Strategic Planning and Project Development and will assist MSA 0009 clients in establishing strong foundations for identifying and revising their organization's strategic plan with an emphasis on growth, flexibility and continuous improvement. top

Michael A. Kahoe

Michael has strategic planning experience in both the private and public sectors. Prior to state service, he was responsible for internal strategic planning for two companies. With the state, he was sign-off point for the strategic plans for 5 Cabinet agencies, and their subsequent integration into the legislative and Department of Finance process. At Cal/EPA, he oversaw a major external review process for 4 of the Agency's boards and departments, leading to the development and implementation of major organizational reforms in the subsequent internal strategic planning process. top

Doug Perkins

Doug Perkins, President of PGG, has provided project oversight on each of PGG's major accounts. Mr. Perkins has more than 20 years experience working with a wide variety of entities in strategic planning and environmental assessment techniques. He has utilized his analytical skills and vision to assist numerous clients in developing and tailoring mission and vision statements. As a skilled group leader, he has assisted in the development of statewide (SJTCC, RCDC), local (CALTRANS) and non-profit (South County Economic Development Corporation) plans. Additionally, through the use of both traditional and computerized interactive technologies, he has connected clients in assessing factors, which affect the delivery of success or achievement of goals. top

 

Lou Smallwood

Lou was responsible for the strategic planning process at Cal/EPA, developing an integrated program between the Agency and its boards, departments, and offices. Smallwood Kahoe Associates currently is providing strategic planning services to two clients. top

Steve Castenada

Steve Castenada is a General Partner in Profile Research and Marketing, a government and public relations firm specializing in legislative advocacy and demographic research. Mr. Castenada is very knowledgeable about transportation, land planning and development issues. His extensive experience includes more than ten years community relations, organizing, building consensus and support. As the lead consultant for the transportation and Land Use Committee at the City of San Diego, Mr. Castenada worked on a variety of internal and external assessments. In addition, he has assisted on the development of numerous community plans. top
